NCC in Milan: what a licensed chauffeur service actually is

NCC vs taxi vs ride-hailing, why the licence matters, and what a legitimate Milan chauffeur company must show you before you book.

NCC stands for *noleggio con conducente* — "rental with driver". It is the Italian licence category that allows a company to provide a pre-booked car with a professional chauffeur. It is not a taxi, and it is not the same as a ride-hailing app account.

The three categories, plainly **Taxi** — white cars, meter, licensed by the municipality, can be hailed on the street or at a rank. Price is whatever the meter says plus airport supplements. **NCC** — black cars, pre-booked only, fixed price agreed before departure, licensed by a municipality and registered in the national *Registro Elettronico Nazionale*. The driver holds a KB professional licence and a *Certificato di Abilitazione Professionale*. **Ride-hailing apps** — in Italy these do not have their own licence category. The cars you get are, legally, either taxis or NCC vehicles. You are paying a platform margin on top of an NCC service.

Why the licence matters to you, not just to the authorities A licensed NCC operator carries mandatory passenger insurance (RC with passenger cover), is subject to vehicle age and inspection limits, and can legally enter Milan's restricted zones — Area C and Area B — without you paying the daily charge. An unlicensed driver can be stopped, fined and impounded with you in the back seat, and your journey ends on the roadside.

What to check before you book 1. The company's VAT number (*partita IVA*) and licence municipality — a real operator publishes them. 2. Whether the price quoted is final: tolls, ZTL, parking and waiting time included. 3. Vehicle class in writing (S-Class, E-Class, V-Class), not "luxury sedan or similar". 4. Meet-and-greet policy at the airport: inside arrivals with a name board, or curbside.

Is NCC more expensive than a taxi in Milan?+
For city-centre hops, a taxi is usually cheaper. For airport transfers, long distances and hourly hire, NCC is comparable or cheaper because the price is fixed in advance and includes tolls, waiting and ZTL charges.
Can an NCC car pick me up at Malpensa arrivals?+
Yes. Licensed NCC vehicles have designated pickup areas at Malpensa T1 and T2 and the chauffeur meets you inside arrivals with a name board.
Do I need to book an NCC in advance?+
Legally yes — NCC is pre-booked only and cannot be hailed. In practice we accept last-minute requests and dispatch within minutes when a car is free.
